Position Summary:
The Associate Commissioner of Talent  oversees and provides executive leadership for the Colorado Department of Education’s (CDE) Talent division which includes the offices of educator preparation, educator development, educator effectiveness, licensing, enforcement, early childhood workforce development, and CDE’s human resources.

Major Duties and Responsibilities:
Job Duty 1: Executive & Division Leadership (15%)
Provides executive leadership for and oversees the Colorado Department of Education Talent division, including visioning, planning, organizational development, supervision, coordination, reporting and budget work of all offices and units under the division. Serve as appointing authority for the division.
·       Monitors, and adjusts as needed, the Talent division and its staff to ensure compliance with federal and state statutes, State Personnel Board rules, Board of Education rules, and Colorado Department of Education  policies, practices and procedures.
·       In conjunction with all Colorado education stakeholders and collaboratively across CDE divisions, supports and facilitates the successful implementation of the Colorado Department of Education Strategic Plan and the Board of Education mission, goals and objectives.
·       At the request and direction of the Commissioner of Education, serves on the executive leadership team, represents CDE and the State Board of Education in legislative policy contexts, national and state organizations, and professional and public associations, inclusive of department- and/or state-level partnerships.
·       Represents the Department as the Talent division’s primary contact and spokesperson for the CDE on issues related to the Talent division’s roles and responsibilities.
·       In collaboration with the executive team, lead the creation and maintenance of a healthy organizational culture that supports growth, equal opportunity and provides executive leadership on agency-wide talent recruitment, retention, and development.
 
Job Duty 2: Policy and Rule Development (20%)
Oversees rule and policy compliance as it relates to all units and offices of the Talent division, including, but not limited to, educator effectiveness, educator preparation, educator induction, educator licensing, educator enforcement, educator research and impact and internal HR related policies.
·       Leads and oversees rule and policy development and implementation as it relates to educator preparation programs and issuance of educator licenses and authorizations, including, but not limited to, standards for professional educator preparation, content assessment, evaluation, professional development, induction and licensing.
·       Leads and oversees rule and policy development and implementation as it relates to educator enforcement, background check systems, disciplinary actions against license holders and educator and district information systems and services.
·       At the request of the Commissioner of Education and in coordination with the Senior Legislative Advisor, provides information and subject matter expertise to policy makers including, but not limited to, the Colorado State Board of Education, members of the General Assembly, their staff, legislative committees, and other education policy stakeholders.
 
Job Duty 3: Educator Licensure and Enforcement (15%)
Oversees unit monitoring and investigates compliance with the requirements around educator licensure.
·       Supports the development and implementation of systems and processes to ensure educator licensure processing is conducted with a focus on excellence in customer service including maintaining efficient processing time.
·       Liaises with Colorado Attorney General’s office on all legal activity related to the Talent division’s roles and responsibilities including educator licensure and enforcement.
·       Advises the Commissioner of Education and State Board of Education on actions related to educator licensure and enforcement.
·       Participates in legal proceedings associated with State Board of Education and Departmental actions related to educator licensure and enforcement.
 
Job Duty 4: Educator Preparation and Retention (20%)
Oversees educator preparation program authorization and reauthorization reviews for Colorado Institutes of Higher Education and makes authorization recommendations to the Board of Education.
·       Leads and oversees educator preparation program authorization and reauthorization reviews for Colorado alternative educator preparation programs (designated agencies) and makes authorization recommendations to the State Board of Education.
·      Leads and oversees rule and policy development and implementation as it relates to educator effectiveness for teachers, special services professionals, and principals. In conjunction with CDE executive leadership and education stakeholders, creates vision and leads efforts to create and maintain high-quality educator talent pipelines and retain effective educators across Colorado.
 
Job Duty 5: Internal Human Resources (25%)
Oversees all human resource functions of the Department, including talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits globally.
·       Develops human resources plans and strategies that drive process and system improvement to optimize every aspect of the employee lifecycle and support the achievement of the overall business operations objectives.
·       Collaborates with the executive team to establish a sound plan of management succession and talent development that corresponds to the Department's strategy and mission.
·       Develops and implements comprehensive plans for strategic recruiting and retention, compensation and benefits, and training and development to drive equity across the agency while meeting the human capital needs of strategic goals.
·       Oversees the further development of our CDE's internal focus on equity, ensuring that the Department is educated, engaged and actively building a culture of inclusion & belonging.

MINIMUM EDUCATION  AND EXPERIENCE 
 REQUIREMENTS:
 

  • Demonstrated experience in organizational development, administration and leadership.
  • Demonstrated experience in operational excellence, process improvement, and driving efficiencies.
  • Ability to effectively lead and develop diverse teams that include of educational, workforce development and internal HR leaders
  • Proven ability in coaching, influencing without authority, and building strong talent acumen.
  • Ability to lead with critical thinking skills, data driven decision making, driving use of analytics, relevant reporting mechanisms and proper communication.
  • Proven success in public speaking to both internal and external audiences
  • Leads change, initiating and supporting organizational transformation, and adjusting direction when needed
  • An ability to build long-term, trusting relationships with external partners and with internal colleagues
  • Demonstrated outreach and technical support experiences with schools, districts or state education agencies.
  • Advanced experience in consulting and working with senior leaders in the design, development, and execution of human resources strategies and initiatives, including organization design, change management, learning and development, management & leadership capability building, (strategic) workforce planning, talent management, succession planning, recruitment and retention, employee relations, inclusion & diversity and employee engagement.
  • Demonstrated knowledge of educator preparation and licensing processes.
  • Resourceful in finding solutions; effective at dealing with resistance and conflict resolution.
  • Exhibits strong interpersonal and organizational skills, great attention to detail, as well as excellent listening, verbal and written communication skills
  • Fundamental knowledge of federal and Colorado state employment laws and HR compliance in order to ensure the Department is set up for success.
  • Minimum of 3 years of teaching experience or the equivalent in the P-12 education arena.
  • Minimum of 8 years of experience in leadership and supervision.
  • Preferred - District or state education level leadership experience working with educators, educator effectiveness, educator preparation providers, induction, and/or district level P-12 administrators.
